This service is usually offered at $0.24 per blog comment. Of course, at least 40 comments have to be purchased. Also, no setup fee is EVER charged. And I wouldn't offer Plan C, a per month basis, if you are just offering this service alone because I think you will get overrun if you start to get too many clients.
